Bolloré Transport & Logistics unlocks localized, customized solutions with Power Platform

Simply put, Bolloré Logistics (one of Bolloré Transport & Logistics’ four business units: Bolloré Logistics, Bolloré Ports, Bolloré Energy, and Bolloré Railways) is a “travel agency for goods.”

However, there’s nothing simple about the work it does to provide multimodal transport across 109 countries and five continents. As a major international operator through the expertise of 35,000 employees, it helps customers move, manage, store, track, secure, and deliver goods across the globe from anywhere (through major ports and airports) to remote corners of the world.

To deliver on complex client needs, Bolloré Transport & Logistics equips geographic business leaders with flexible capabilities that integrate seamlessly with global solutions already in place. Microsoft Power Platform enables Bolloré Transport & Logistics to accelerate ideation to action. Microsoft Power Apps enables rapid, customized development and deployment while maintaining the governance and security consistency the company requires.

Seeking low-code strategy that maximizes business value while encompassing best practices

Bolloré Transport & Logistics is a top-10 international operator. It’s a leader in providing visibility and solutions along complex, digitized, end-to-end supply chains. It touches every potential stop along the way with Bolloré Ports, Bolloré Logistics, and Bolloré Railways.

Clients rely on Bolloré Transport & Logistics' bespoke solutions and reputation for providing operational excellence. Bolloré Transport & Logistics feels the tension of global consistency and oversight rub against the need for decentralized agility to meet client needs. Citizen and pro developers need the capability to resolve issues shaped by their unique landscape on a platform that infuses enterprise-wide best practices.

Jean-Daniel Elbim, Director of Digital Transformation at Bolloré Transport & Logistics, shares, “The company is global, so therefore has solutions that cover trades at a global level. But there are local issues, trades that we only exercise in one place. Microsoft Power Platform is the right answer to this because it's agile, we develop quickly. Additionally, you need a framework, data must be regulated. We need a group of experts at the central level which are there to help resolve problems.”

Power Platform’s integration in Teams fuels adoption

Bolloré Transport & Logistics learned about Power Platform as a part of its overall adoption of Microsoft 365. Wanting to extend use of capabilities that came with 365, CIOs gathered in Africa in March 2020 to gain an understanding of Power Platform.

Word spread quickly of forward-thinking CIOs using Power Platform for complex use cases, allowing them to extend their development stack with rapid, low-code customization and to improve problem-solving by business leaders without lengthy approval or major capital investment.

Native integration of Power Platform within the entire Microsoft 365 ecosystem ensures simplicity—tools are intuitive and accessible where people are already spending time. Seamless integration in the Microsoft Teams environment has accelerated acceptance and adoption of solutions. Stéphane Collet-Manent, IT Africa Director of Bolloré Transport & Logistics, shares, “One of the main advantages of the Power Platform solution is that we can easily integrate into the Teams tool that we use today very extensively with teleworking and for all collaborative aspects with our teams.”

Local solutions are accelerated with center of excellence guidance

Bolloré Transport & Logistics established a center of excellence (CoE) at corporate headquarters in Paris and two centers of design (CoDs) in Abidjan, Ivory Coast, and Johannesburg, RSA. These centralized groups of experts provide regulation, governance, data supervision, troubleshooting, collaboration, and more.

The development teams in Paris and Abidjan had previously focused on leading custom dev solutions. The centers easily adapted to also enabling local usage of Power Platform. The CoDs leaned on DevOps practices to building capacity and capabilities for both the CoDs and the local geographies. “Power Platform enables our users to plan and build increasingly innovative and enriched solutions, while allowing us to capture all the best practices in these regions for the benefit of all users,” says Stéphane Collet-Manent.

Bolloré Transport & Logistics used the Microsoft CoE starter kit to equip its centralized resource hubs. In fact, in areas such as Abidjan, where there’s access to a strong talent pool of IT engineers, the company seeks out potential employees with a high aptitude for successfully adopting low-code solutions.

Success breeds success—swift, fruitful journey toward many sustainable solutions

Bolloré Transport & Logistics scaled mentoring and training as word of mouth about initial success of Power Platform bred legions of supporters. With thousands of current users, and hundreds of first-time users each month, development of apps and utilization of Power Platform overall continues to grow. Many exciting solutions have been created by frontline innovators at the company.

Tangible solutions without excessive development, deployment, and integration costs have become the norm. Bolloré Transport & Logistics builds rich, low-code solutions with citizen developers, pro developers, and emerging low-code experts collaborating under a defined framework and data protections in place that lead to consistent resolution.

Pursuing agility greatly enhanced Bolloré Transport & Logistics’ ability to monitor global activities in real time. There’s a greater understanding of localized issues and, more important, solutions. Monitoring real time, the company can recommend reapplication of significant country solutions to address emerging issues and pain points to other continents.

The Gabon Tracking and Reporting App outlined below has garnered significant attention because of its far-reaching and impressive results for the entire supply chain. It’s the perfect example to highlight just how successful Bolloré Transport & Logistics has been at utilizing Power Platform and, specifically, Power Apps to address critical business needs.

The need—improve asset utilization and customer service simultaneously

In the autonomous port of Libreville, Bolloré Transport & Logistics Gabon manages a fleet of 700 containers on a massive, eight-hectare terminal. Clients use Bolloré Transport & Logistics’ containers to transport goods between client production and distribution centers.

The business approached Stéphane Collet-Manent, IT Africa Director of Bolloré Transport & Logistics, with dual priorities—improve service quality for clients and optimize the company’s utilization of domestic container assets.

“We needed to enhance the workflow and management of these containers to improve the quality of service, avoid excessively long storage, and optimize the overall operation of the logistics, giving our customers the tools to manage their orders in real time,” shares Stéphane Collet-Manent.

The solution—put swift, timely tracking in the hands of drivers with an easy-to-use app

To improve client service and container optimization, the company needed to track containers at every point in their journeys—client manufacturing location, loading to container, container on rails, container at terminal, container on boat, container unloading at distribution center, and so on.

The group evaluated multiple solutions. IoT was too expensive and too complex. Scanning QR codes and utilizing artificial intelligence (AI) to read and interpret were unreliable due to telecommunications quality. A “simple” solution was required.

Bolloré Transport & Logistics Gabon developed a proof of concept (PoC) for its IT department using Power Apps. It allows the position of containers to be tracked in real time. This enables up-to-the-minute, accurate information across the supply chain. Drivers use a smartphone app built to input basic but critical information at every transition while the client’s goods are aboard containers. Recording a unique code per container provides visibility into contents, owner, origin, destination, etc. The ability to use smartphones to capture data while on the terminal and on the go is a major plus.

The solution met the initial dual priorities and so much more.

The outcome—significant utilization, client value, overall supply chain improvements, and opportunities for exponentially more

Clients can now track their goods through the supply chain and subsequently optimize valuable resources—labor, time, space. Clients can better manage inventories, improve working capital, and increase quality of service for the consumer. Bolloré Transport & Logistics created a customer portal so clients can see where goods are at any time, providing a much more accurate understanding of the receipt of goods and enabling clients to better plan their end of the supply chain.

Bolloré Transport & Logistics utilized Power BI to create dashboards and reports to highlight overall service to clients. The company also uses another set of dashboards and reports for the back office to track current and emerging trends.

The company has reduced damage by more efficiently loading containers and by understanding container contents. Understanding flow has reduced the transport of partially or fully empty containers. Container optimization is up and, as a result, carbon emissions are down. Carbon emission reduction is a major goal at Bolloré Transport & Logistics. Movements and positions of containers can be tracked in real time, enhancing customer service. Quantity and quality of shipping containers have increased.

"Power Platform has the advantage of being able to be used from a smartphone, tablet, or PC, and, therefore, it provides all players in the supply chain with one tool and the same solution...completely integrated into our central systems, which contribute to the wealth of Power Platform in Africa,” explains Stéphane Collet-Manent, according to L’usineDigitale.

"This POC aroused a strong appetite among our IT and business managers because they saw that the costs of producing this type of application were no longer insurmountable,” Julien Laudette, Digital Workplace Manager at Bolloré Transport & Logistics, told L’usineDigitale. “We had a lot of requests subsequently and many field applications have been implemented, notably in Senegal, South Africa, and Singapore."

Tracking and Reporting App benefits
The Gabon Tracking and Reporting App is one of the top representations of just how significantly Power Platform is impacting Bolloré Transport & Logistics' business.

Interestingly, Bolloré Transport & Logistics initially piloted a slightly different process that relied on AI to scan, read, and record containers. As stated above, Gabon’s infrastructure cannot support this type of solution. So, while a potentially exciting solution, it was not a fit. However, the learnings from that part of the pilot are still invaluable. Stéphane Collet-Manent indicates that Bolloré Transport & Logistics sees enormous potential in expanding this use case to international carrier container tracking—tens of thousands of containers. The resulting improvements from wide-scale optimization and increased service quality are enormous..

Where does the path lead from here?

As an international multimodal specialist, it’s not surprising that Bolloré Transport & Logistics is pursuing multiple paths.

Vertically, the company will pursue depth with the Power Platform suite with options such as testing AI on a large scale. It has had success with specific use cases and wants to explore greater application.

Horizontally, it wants to spread winning solutions from one country, one continent to another, or even use Power Platform where appropriate for company-wide application.

As Jean-Daniel Elbim puts it, “Bolloré Transport & Logistics is in 109 countries. We must have ambassadors everywhere to be able to meet operational needs that have not yet been met. We will have to introduce the Power Platform on all continents.”

“The company is global, so therefore has solutions that cover trades at a global level, but there are local issues, trades that we only exercise in one place. Power Platform is the right answer to this because it's agile, we develop quickly. Additionally, you need a framework, data must be regulated. We need a group of experts at the central level which are there to help resolve problems.”
